Complex risks are hiding in plain sight. ‘Black swans’ are extreme, one-off events that are impossible to predict. But a more common ‘grey swan’ risk, such as the Colonial pipeline attacks or the pandemic, hide in plain sight. The White House has created a lengthy paper that proposes a new branch of government to cope with “the increasing speed and complexity of major challenges.” But, Rana Foroohar suggests that a powerful resiliency tsar would be better suited for these ever-increasing hazards.
